This is a UK Government review starting today, 15th March 2021, for two weeks looking for feedback with regard to future Covid-19 certification.
I think what it means is requesting feedback regarding introducing certification for travel and other access to services depending upon vaccination or negative testing.
Personally, I'm happy to submit to testing and be restricted if I have Covid-19 but I do not want to have to be vaccinated to travel for example.

Certification by proof of vaccination enforces potential physical abuse through potential Antibody-Dependent Enhancement (ADE) due to vaccination - please see reference https://www.ncbi.nlm.nih.gov/pmc/articles/PMC7943455/
Current vaccines are unproven re ADE in secondary infections.
Certification by testing to prove an individual is not infected with SARS-CoV-2 is preferable.
